Texas Gov. Rick Perry declared sanctuary cities an emergency item for the 82nd Legislature, exempting the issue from a 60-day wait normally required to vote on legislation. But what exactly is a sanctuary city, and why is this topic so important? Our interns travel to the Capitol to find out.
