With or without passage of the TENRAC authorization for state licensing of a permanent low-level radioactive waste facility, passage of an improved regulatory bill is urgent. Keese expects to get portions of his bill passed, possibly in the form of amendments to the health department bill. Passage of the temporary moratorium bill, sponsored by Rep. Jim Turner, D-Crockett, is likely. House Speaker Billy Clayton is endorsing the plan, scoring big points with the citizens of Leon County. Unless the moratorium passes, they may be stuck with another NSSI temporary low-level waste facility [Obs., Nov. 14, 1980] licensed according to the current Radiation Control Act. None of the new bills address the issue of high-level nuclear waste storage. There is almost no generation of highlevel waste in Texas, except for small amounts at two research reactors, one at Texas A&M in College Station and the other at The University of Texas at Austin. The federal government, however, is looking at salt domes in Texas for possible storage of high-level waste. Because of that, Rep. Keese says he will re-file his bill from the last session which requires prior legislative approval of a high-level site. Even with the passage of improved legislation, the possible advent of a permanent low-level nuclear waste burial facility in Texas will meet stiff community resistance. The health and environmental effects of such a site still need to be assessed, preferably before legislative authorization is granted. 0 Parisian Charm. Omelette & Champagne Breakfast.
