A separate board of financiers was set up to provide the community’s corporation with capital resources and managerial expertise, but the financiers took their direction from the residents. As the notion of redevelopment in the nation’s inner-cities evolved, this critical element of public participation and control of investment was dropped. It is missing from the President’s economic development plans, and from the block grant program as well.
