CETA, the popular acronym for the federal Comprehensive Employment and Training Act, was set up to provide job training and assistance for women and minorities. According to the MALDEF report, the impact of CETA on Hispanics and women in the 30 U.S. cities studied has been “negligible.” Each of the cities named has a high concentration of Hispanics. In each instance, the CETA programs missed their own standards for serving Hispanics and women by more than 15 percent. Carmen Estrada, author of the MALDEF report, said a particular inadequacy of the CETA programs was failure to keep track of how many Hispanic women, as a separate category, had been assisted. “I was amazed to discover that CETA did not keep statistics on Hispanic women even though Latinas are the very people CETA set out to serve,” she said. “Latinas face the double burden of race and sex discrimination.” Texas CETA programs cited by MALDEF are in: Fort Worth, Dallas, Houston, Midland, Del Rio, Brownsville, El Paso, Waco, Corpus Christi, Edinburg and Laredo. Other U.S. cities included: San -Francisco, Los Angeles, Denver, Phoenix and Las Vegas.
