Carmen Estrada, author of the MALDEF report, said a particular inadequacy of the CETA programs was failure to keep track of how many Hispanic women, as a separate category, had been assisted. “I was amazed to discover that CETA did not keep statistics on Hispanic women even though Latinas are the very people CETA set out to serve,” she said. “Latinas face the double burden of race and sex discrimination.” Texas CETA programs cited by MALDEF are in: Fort Worth, Dallas, Houston, Midland, Del Rio, Brownsville, El Paso, Waco, Corpus Christi, Edinburg and Laredo.
