The budget debate isn’t over yet. As Abby Rapoport reports, both the House and Senate budgets have major cuts to school districts. Those cuts aren’t allowed under current law—and the bills that would allow for the cuts have yet to pass either chamber. 

OBSERVED
The Senate passed its budget for the 2012-2013 biennium yesterday, but it was hardly a proud day in the upper chamber. Republican budget writers retracted the $3 billion in rainy day funds originally written into the bill and abandoned their cherished two-thirds rule to silence the Democratic opposition. As Dave Mann and Forrest Wilder report, “the debate itself wasn’t much better.” 

BEST OF THE REST
Gov. Rick Perry was in Washington Wednesday stirring up a fight. Perry, along with U.S. Sens. John Cornyn and Kay Bailey Hutchison, attacked President Obama for denying Texas aid to combat the wildfires are running rampant in the Lone Star State. Not surprisingly, things soon turned political.  

WHAT WE’RE WATCHING
The House has continually postponed debate on their big “fiscal matters” bills, which would add revenue to the budget. Today, with the budget passed in the Senate, the House may finally take them up. But it’s not all about the budget. An important “loser pays” lawsuit bill will be coming up in the House as well.
