BESIDES THE racism implicit in this entire campaign against the rural legal assistance programs, there is a major political struggle involved in this dispute. Mayor Wes Fisher is not only after TRLA because he settled a lawsuit conducted by TRLA, but he is also worried about the Anglo political power in his region. Fifty-five percent of the Hereford population is Mexican American, but its city council and mayor’s seat are Anglo-dominated because they are elected through an at-large system. TRLA is currently involved in a lawsuit challenging that system. A TRLA challenge to the same voting system for the Hereford School Board resulted in victory, a doubling of Mexican American voting in the board elections, and the capturing of several school board seats in Hereford. Clearly, Fisher and his friends do not want such democracy extended to other races. TRLA is fighting for its life. It is also fighting for the possibility for democracy in the Panhandle and South Texas. The tension Combest says TRLA is creating it is instead revealing. There is no telling what kind of tension will roil up if the democratic outlets provided by TRLA for the rectifying of inequality are closed off. G.R. Get Out of Hereford, TRLA!
