AS IF ALL THIS were not enough, two weeks later, separate Jefferson County grand juries indicted, on successive days, state Rep. Frank Collazo and state Sen. Carl Parker, both of Port Arthur. One grand jury indicted Collazo, in his fifth term as representative of south Jefferson County, on a charge that he offered to influence state environmental agencies in return for a share of local businesses. Another grand jury indicted Parker on charges of promotion of obscene materials and distribution of cocaine. It is the second time Parker, a lawyer, has gone through indictment. The first time, last fall, a grand jury indicted him on charges relating to promoting pornography and prostitution and perjury, but a visiting judge threw out those indictments when he ruled there was a possibility of bias against Parker on the grand jury. Parker, chairman of the Senate Education Committee and an eight-year Senate veteran, was uncharacteristically tight-lipped when he showed up at the county jail for booking the afternoon of the second round of indictments. By the next day, in a news conference with his attorneys, he had returned to fighting form and was accusing “an underground clique” in the Jefferson County criminal justice system of hounding him for at least three years and drawing Collazo along with him into the “swirling cesspool.” Port Arthur residents worry about losing clout in state government with their elected officials under indictment.
