Robert Byrd flew into Houston and delivered himself of an 11-minute piece of hortatory folderol, stressing that profits ought to be fair and that everyone should cooperate to solve America’s energy problems. He noted that Congress was trying to “strike an equitable balance between private and public needs.” He warned the oil companies not to be greedy. He said he was “worried” by the oil companies’ purchases of department stores, insurance companies, and other non-energy enterprises. And he said that “none of us can act simply in pursuit of one’s own . . . financial gratification,” a piece of economic innocence that ranks right up there with buying the Brooklyn Bridge. Perhaps he meant that none of us ought to act in this way; the petroleum companies have amply demonstrated that they can. One wonders, too, how a “balance” can be struck between needs that are, to say the very least, incompatible. The American consumerquite reasonably, in my opinionresents the highly regressive nature of the proposed taxes deconservation. But despite some frustrated grousing, ordinary people in this country have accepted crushing attacks on their standards of living with a patience and forbearance that border on INCOMPETANT?
