No. EC/ A BILL TO BE ENTITLED AN ACT amending Section 3, Chapter 14, Acts of the 36th Legislature, 3rd Called Session, 1920, as amended \(Article 6054, Vernon’s Railroad Commission of Texas to review, revise, and regulate orders and agreements of natural gas pipeline companies after due notice thereof and in so doing to fix and establish and enforce adequate and reasonable price of gas and rates of charges without regard to the prices and rates of charges provided in such orders and agreements and without regard to whether a party to the order or agreement is a municipal corporation, making unenforceable orders or agreements attempting to limit the right of review, providing the provisions of this Act to be cumulative of other laws and not to have effect of repealing or amending any substantive or statutory law except as herein provided, providing that this Act shall not be construed as conferring upon the Commission any jurisdiction to fix price of gas sold by a producer on the premises of production or otherwise at the wellhead; and declaring an emergency.
