Woodrow Bean, the colorful ex-county judge and attorney in El Paso, is seriously ill after surgery for what was diagnosed as a stomach ulcer. `Truth in Octane’ Former Wichita Falls Cong. Frank Ikard, who lobbies for big oil in Washington, is leading the majors’ opposition to “truth in octane” proposals before the Federal Trade Commission. Representing the American Petroleum Institute at FTC hearings on gasoline marketing, 1kard claimed posting true octane ratings of gasoline on the pumps would “mislead” the consumer. Better, he contended, is for the buyer to try several brands and then decide for himself which best serves his needs. Wisconsin’s Sen. William Proxmire countered that octane is “the single most important criterion in the quality and price of gasoline.” He noted that the oil companies which pay Ikard’s salary exchange gasoline products among themselves solely on the basis of quantity and octane rating. What API really fears, pro-octane witnesses contended, is price competition which could result from the posting of octane ratings. Cory Quitting Cqnservative Democrats are losing one of their most effective legislative leaders, Rep. Dick Cory of Victoria, who is leaving the state house for monetary reasons. Cory said he can no longer live on the scant $4,800 yearly legislative salary. “There are only three ways a man can stay in the Legislature and spend the time the job needs be rich, have an angel, or be on the make,” Cory said.
