Work has begun on a fifty-acre lake near the camp  grounds.  The Texas legislature dealt the tourist  program a serious blow this summer by  refusing to appropriate funds for the  second phase of the development program. The commission requested $700,000 to complete the tourist facilities. The  legislature gave nothing. Commissioner  Henley told the  Observer  that the legislature's action simply slowed down the  program for one year. He has received  letters from Lt. Gov. Preston Smith and  House Speaker Ben Barnes assuring him  that they want to see the facilities completed, and he is confident that next year  the legislature will provide the money  needed. Henley called the legislature's inaction an "error in judgment." Finnell  said he was surprised that the reservation was not part of this year's legislative program since Governor Connally,  Lt. Gov. Smith, and Speaker Barnes all  have been made honorary Alabama-Coushattas. "Give us two years with proper  funding and we'll not have to go back to  the legislature for help," Finnell said.  "That's what we have explained we are  working toward."  Finnell said approximately 100 Indians  work full or part time in some part of the  tourist program. They make $1.25 an hour  as secretaries, guides, dancers, cafe and  12  The Texas Observer  curio shop employees. Other tribe  members  make beads and baskets to sell in  the shop. Eventually, Finnell hopes that  the reservation can set up a factory for  making curios. When the development  program is completed, it is expected to  employ about 200 Indians. During this  phase, as yet u n f u n d e d, the tourist  facilities would be moved only to a larger  plot of land. Plans call for a 5,000-seat  amphitheater, a new restaurant and barbecue area and tourist cabins along the  lake shore.  Some of the Indians seem as reluctant  to endorse the tourist program as does  the legislature. The tribe recently met  with two of the three Indian commissioners, Henley and Victor Fain, publisher of  the Nacogdoches  Daily Sentinel,  to air  their grievances. A few Indians called for  the firing of Walter Broemer, reservation  supervisor for the past 11 years. Their  complaints against him were varied.  Many think an Indian should supervise  the reservation. Commissioners agree.  Henley explained that they are looking  for Indians who can handle the positions  of assistant superintendent and business  manager. Eventually, he said, they want  an Indian to take over the job of superintendent.  Cora Sylestine, acting as interpreter for  her father who speaks little English, expressed the chief's dismay that the council now governs the tribe. The chief once  ruled the tribe, Miss Sylestine explained,  but now he is only a figurehead. Some of   the complaints against Broemer verged  on the absurd. "Since Broemer has been  on the reservation, my father says his  dogs have disappeared and someone shot  three of his cows," the chief's daughter  told the commissioners.  Miss Sylestine, a school teacher who  only recently returned to the reservation  to live with her ailing parents, listed other  grievances for the  Observer.  She accused  the superintendent of  practicing favortism,  giving jobs and promising higher  pay to Indians who will support the tourist program. \(Broemer, on vacation, was  program is not popular with all of the  reservation's inhabitants. "Most of the  Indians don't know anything about it.  We didn't approve of borrowing money  from the Small Business Administration,"  she said. Miss Sylestine explained that  many Indians fear that the program will  not be profitable. Recently many were disgruntled when $25,000 of the tribe's earnings from oil and gas leases was used to  pay off part of the SBA debt. They wanted to use the money for home improvements. The chief's daughter said that the  superintendent hires too many outsiders.  Finnell said, however, that only five "palefaces" work on the reservationhimself,  Broemer, a nurse and her husband and a  parttime cafeteria employee.  Another continuing point of disagreement is whether the reservation should be  open to tourists on Sunday. Most of the  Indians are devout Presbyterians  or Baptists, Miss Sylestine said. "The tourists  start coming at  1 p.m. on Sundays.  There  is not time for people to attend church,  eat lunch and change clothes to go to  work. Some feel the superintendent "is  trying to do away with the church," she  said.  Henley admits that many Indians do  not think the tourist development program will help them financially, but he  believes that a majority of tribe members  endorse the program. "They are very  adaptable," he said. "They're outgoing  and friendly people." As for their living  conditions, he said the commission is trying to get the tribe interested in the federal self help program in which the individuals and the government share the  cost of home building. The commissioner  said his main job is "to help the Indians  help themselves." He's confident that the  tourist business will do just that.
