		<description>AS an employee of an "early intervention program" I am completely behind helping the children before it gets to locking them up in TYC.  TYC and the jail system are not set up for rehabilitiation.  I feel that at one point it was a "good" idea, but it has gone terribly wrong.  Are we throwing these kids away because society is made uncomfortable by their actions?  Let's work on breaking the cycle, which requires funding and social support.</description>
